Scheduled jobs stopped due to daylight savings

EPiServer Scheduler 4.21 stopped executing jobs that where scheduled between 02.00-03.00 on October 26th when daylight savings time occured. The problem is that the conversion between local time and universal time does not return the same value when operation is reversed in .NET on the hour of daylight savings time.
This issue only affects EPiServer 4.21, the recommended solution is to upgrade to EPiServer 4.22.
